1 编制目的

3 规划范围和空间层次

4 城市性质

5 城市规模

etch: normal;background-color: rgb(255, 255, 255);-webkit-text-stroke-width: 0px;">构建“一主两副三极多点”、强化各级 城市集聚整合的网络型市域城镇体系空间结构。“一主”是指以温瑞平原为市域主 。“两副”是指以乐清和平苍（平阳-苍南）两个组团型城镇群为市域南北两个副 。“三极”是指三个带动山区城镇化和旅游、文化产业发展的增长极，分别是永嘉、文成和泰顺的县城。“多点”是指多个支撑全市城镇化发展的其它小城市（镇），为周边村镇提供均等化的公共服务和就业。
7 市域综合交通

etch: normal;background-color: rgb(255, 255, 255);-webkit-text-stroke-width: 0px;">规划构建“两纵两横两连一绕”的高速公路体系：“两纵”为沈海高速、甬台温高速公路复线，“两横”为温丽高速及东延线、龙丽温高速及泰顺连接线，“两连”为诸永高速、南连高速，“一绕”为温州绕城高速；规划预留北连高速和外环西线。

8 城区空间布局

etch: normal;background-color: rgb(255, 255, 255);-webkit-text-stroke-width: 0px;">城市骨架道路：规划“环+放射+联络线”9条快速路，服务组团间快速机动化联系，衔接对外交通干线、高速公路出入口和主要综合交通枢纽，服务对外快速集散。规划预留环岛南路快速路。主干路衔接主要交通集散 ，服务 用地布局和交通联系，形成 间贯通性良好的骨架性主干路网络。西片和中片规划“五纵五横”骨架性主干路，东片及瓯江口片规划“五纵四横”骨架性主干路。
